I want him to stop...?

There's this guy in my study hall, I'm kinda new to the school and he was the one that had to give me a tour and introduce his self first. I didn't know how old he was. I thought he was no older than 16 at the least (I'm 14, 15 in about 3 days). Yea but anyways I started to like him a little, and he'd always come over sit on my desk and flirt with me. I'm like reaally shy, so I just hardly talked to him at first, but then we ended up being able to talk about anything. And can you believe I never asked how old he was or he never asked me? Yea, so a few weeks ago he asked me and I said 14, and he was like damn are you serious? I thought you were older! So I asked and he said 18. Akaward. Do you think it's right that after that I just wanted to be friends. I mean I don't want to even start a relationship with him like that, because obviously I'm gonna want to at least kiss my boyfriend, and thats like illegal here. Anyways, I thought he would just be like a really cool friend, but he's making it really weird now. He's been like calling me babe and stuff, and I'm just like, yeaaaa, no. And like when I was walkin my dog, I saw him outside and we talked for a while and he tried to kiss me. Don't you think this is weird? Do you think I'm being rude or I'm just respecting myself by turning him down?.. Should I talk to him about it to get his head clear so there won't be like any confusion? He's still always coming over to my desk and trying to flirt with me. He's really cool to hang out with, but yea.
