Problems with our neighbor?

my fiance and I moved into our apartment when I was less than 3 months pregnant, at the time it was the two of us and our year and a half old son. The people that lived above us moved out, and a new guy moved in. The noise started when he was moving in... he moved in at 11 pm and didn't stop until 3 am, and was loud about it. We ignored it, and for the next two weeks, we ignored the stomping and banging. Then, it got so bad one evening that my fiance went upstairs and asked him to keep it down, he said "if you have a problem with it, take it up with management".. so we did... and it didn't help. I had to call the police on him one night for noise, they talked to him, he seemed to stop. Then, one night, I heard someone outside at midnight, revving an engine over and over, so I glanced quickly out the blinds (thinking it was a different neighbor). When I saw it was him, I walked away... he started to come into the building, but paused at my window and screamed obscenities at me. cont...
