Saline nose drops?

My son is all congested and I have been using the saline drops but its kinda scary he acts real weird like he is choking, or what not, Its only like 2 drops, its what it said, i used only 1 in the next nostril and he did the same thing, i guess the question is could he choke or could i hurt him some way? And the bulb syringe suction ball, could that harm them as well? he screams with that as well
