How can I make USPS deliver my item?

Is USPS's service very bad? I had sent an item from Bangladesh to arlington, Texas. The packet is with USPS now, as its website shows that it is processed and left out Fort Worth on February 2. But since then there is no development, although Forth Worh and Arlington is very near. Can I take that my item is delivered? The USPS, when contacted seems to be dumb on the matter.
